Striped Blue Crow (Euploea mulciber) is a butterfly that belongs to the Crows and Tigers, that is, the Danaid group of the Brush-footed butterflies family. Found in India, Indochina and Southeast Asia. Males and Females have different markings, called sexual dimorphism. The female is below in this image.
